CLP Publications

The ACT Community Living Project has undertaken a significant amount of research into disability issues and produced a number of reports.  We invite you to take time to read some of this information.

Summary of Parent Carer Survey (May 2009) provides information about a 2009 survey of CLP members relating to the care and lifestyle choices that families are seeking for their loved one with a moderate to severe intellectual disability.  Download the summary.

CLP submission to the ACT Legislative Assembly Standing Committee on Health Community and Social Services: Inquiry into Respite Care Services in the ACT (April 2010). Working on Behalf of Families agrees with current Government concerns for increasing social participation and valuing and respecting the needs and wishes of people with a disability and looks at the way this could be achieved by providing a supported living option where community is strengthened. Looking at overseas models it points to the possibility of an urban village environment as a way of increasing social support and employment opportunities for people with a disability as well as strengthening the training and employment options for people without a disability in the ACT. Learning from Other Purpose-Built Villages (April 2009) investigates a wide range of purpose-built villages throughout the world, with a view to finding what may be feasible, desirable and effective for the Community Living Project.  The report identifies various sources of expertise which CLP may draw on for future research. Facts and Figures for the ACT Community Living Project explores the incidence of people with Autistic Spectrum Disorder (ASD) and the implications for families and the wider Australian community of the increasing numbers being diagnosed. 87% of people with autism have severe to profound, life-long disability, and will need high level support services for life. Download this report.

Warning Over Growing ASD Numbers (February 2010) further explores the growth of ASD in the community.  Over the past 20 years the number of people diagnosed with ASD has doubled every 5 years. With over 1 person in every 100 now being diagnosed with ASD the paper calls for government action to research why the epidemic is occurring and what policy and actions need to be taken to alleviate the predicted long term effects. CLP Urban Village Concept Plan (August 2009) provides an explanation of CLP’s vision for an urban village that will provide a number of long-term accommodation places for people with and without disabilities, including those with intensive or complex needs for whom there is currently no alternative other than to be cared for at home. Download the plan.

CLP Urban Village Concept Plan - Extended Report (August 2009) provides the background research and understandings about the Village Concept and the needs of the people for whom it is designed. Download the report.

CLP Urban Village Integrity Statement and Design Criteria (November 2008) focuses on the philosophy, purpose and design criteria for the proposed urban village. It describes the objectives underlying all aspects of the village including staffing, employment, business, health and environmental outcomes. Download the statement.

In Support of an Urban Community Village (November 2009) examines the research surrounding contemporary policies and philosophies of care in order to validate the Intentional Community of Attachment model as a viable choice of care for people with severe intellectual and associated disabilities.  It finds that choice, quality of care, and social activity and inclusion are critical factors in successful models of supported accommodation – features which are embedded in the CLP proposal. CLP Statistical Overview (June 2010) provides statistical details about services to people with severe to profound disability. It shows that in 2007-08 (the latest nationally reported figures) only 338 (2.9% of the potential ACT population) accessed supported accommodation services and 320 (8.7% of the potential ACT population) accessed respite care services. Download the report.

CLP Submission to the Productivity Commission Inquiry into Disability Care and Support (July 2010) makes the case for CLP's urban village concept and encourages the Inquiry to address the confusing framework of responsibilities for policy development, funding and services for people with a disability in Australia. CLP is seeking the adoption across Australia of a more coherent, integrated and cost-effective "one-stop-shop" approach that is focused on achieving person-centred outcomes.
