The families and supporters of people with an intellectual disability in Canberra are proposing the development of an "urban village" that will provide supported accommodation, medical care, activities and social interaction for this vulnerable group of people.

This is a revolutionary proposal to help Canberrans with a significant intellectual disability to reach their full potential - in happy, social and well-supported surroundings.

 

 

The need for action

There are over 5000 people in the ACT under the age of 65 who have an intellectual disability with severe to profound core limitations in one or more areas of daily living (that is, self care, mobility, communication etc). [Australian Institute of Health and Welfare, 2008.]

Currently the majority of people in Canberra with a severe intellectual disability live at home, cared for by their parents and/or other family members. The parents and carers of this group are ageing and are increasingly unable to offer the support needed as they become progressively more exhausted, demoralised and isolated. Many families question what will happen to their loved one when they are no longer able to be cared for in the family home.

Young people with a severe intellectual disability living at home often find themselves marginalised and lacking an effective social network.

Studies of housing options for people with significant intellectual disability show that "village style" models offer residents better care, greater access to health services, employment opportunities and structured day activities. They also offer less likelihood of people with disability becoming victims of crime, abuse or exploitation.

Just as retirement villages provide for older Canberrans, an urban village for younger people with intellectual disabilities will provide several levels of accommodation and support and will meet their individual medical, social, transport and security needs. The village will also focus on other things; it will foster personal growth, promote training opportunities and provide work and social opportunities for residents through the years ahead.

 

What CLP is seeking

clp-proposal-4CLP is seeking funding to undertake research and a feasibility study of the potential for an urban village in Canberra for people with intellectual disability. Funding is being sought from the Australian Government, the ACT Government and from private contributors. CLP will also contribute funding provided by families and supporters in the group.

Subject to the outcome of the research and a feasibility study, CLP will seek further funding for the physical development of the urban village, including land development, design and construction, staffing, medical and operational support.

Seeking quality life choices for people with disability
